Who We Are

The Virginia Housing Development Authority (VHDA) partners with the Virginia Department of Veterans Services in order to make the Granting Freedom program available to Virginia for disabled veterans and service members who sustained a line-of-duty injury resulting in a service-connected disability. The program pays for modifications to make living spaces more accessible.  Funds can be used to widen doorways and add ramps to make a home wheelchair accessible, to install grab bars in a bathroom, or to make other modifications that help eligible recipients feel more at home. Funding to pay for modifications to houses and apartments is available on a first-serve basis.

A grant of up to $4,000 per residence or rental unit is available for Virginia veterans and service members who sustained a line-of-duty injury resulting in a service-connected disability.
